NBPC Local 2789 Mission

  • We are the guardians of non-supervisory Border Patrol Agents and support personnel assigned to the United States Border Patrol.
  • We protect Border Patrol Agents against frivolous lawsuits, overzealous prosecutors, and unwarranted or disparate administrative actions.
  • We safeguard conditions of employment, agreements, practices, employee rights, and the labor laws of the United States.
  • We strive to ensure a fair and equitable workplace free from favoritism, intimidation, disparate treatment, and harassment.
  • We investigate and report fraud, waste, and abuse within the Department of Homeland Security, Customs and Border Protection, U.S. Border Patrol..
  • We seek to preserve the Border Patrol motto: "Honor First" and the oath of office sworn by all Border Patrol Agents.
  • We promote immigration laws and policies that contribute to the security of the United States and oppose policies that restrict the sworn duties of Border Patrol Agents.
  • We represent the employees with honor, judiciousness, and professionalism.

If you are interested in joining the National Border Patrol Council (NBPC) please visit the About NBPC page,  Union FAQ, and other public pages of this website to learn more about your union.  If you have any questions, please contact a union representative at your respective location, an elected officer at your respective Local, or one of the NBPC elected officers at 855-BP UNION (278-6466).

To join the National Border Patrol Council, download Form 1187 and give it to a union representative at your assigned location.

Alternatively, you can fax it directly to American Federation of Government Employees (AFGE), the parent organization for AFGE. To learn more about AFGE, visit the website

  • Prepare a cover letter indicating that you would like to join and that your membership application is attached.
  • Fax the completed form with the cover letter to Membership & Organization at (202) 639-6492.

AFGE will identify the Local at your location and contact you (please include a telephone number where they may contact you). If you have any questions, please call AFGE at (202) 639-6410.

If you are a member of a NBPC Local and you transfer to a different Local, contact a union representative at your new Local and request to have your membership transfered to the new Local.

About NBPC Local 2789

Local 2789 of the National Border Patrol Council is the exclusive representative of all Border Patrol Agents and support personnel assigned to the Grand Forks Sector of the U.S. Border Patrol. We are proudly affiliated with the PORAC Legal Defense Fund.

Some of the services we provide are as follows:

  • Access to the Peace Officers Research Association of California (PORAC) Legal Defense Fund (LDF);
  • Legal Service Plan, separate from PORAC LDF, to cover major "within course and scope of employment" administrative actions;
  • Representation for workplace issues;
  • An extensive Health and Safety program;
  • Assistance with OWCP related claims;
  • Expert advice pertaining to EEO;
  • National lobbying efforts; and
  • Access to defined group benefits at significant discounts.

NOTE: The NBPC and affiliate Locals are restricted by federal regulations from making political contributions to political parties or candidates.
